In this paper we discuss the dilemmas, debates, assumptions, and evidence regarding publicly paid family caregiving, an option that is becoming increasingly available with the growth of consumer direction. � Two of the major debates we discuss are: the possible erosion of voluntary and obligatory family care if payment is available, and concerns over quality, fraud and abuse if agencies are not monitoring services.
